Update to Custom fields

We changed the way we create options in Custom fields:

You should press the Save button to create or save changes in the option.

Ability to edit used options in the Budget 

Now you can change options in the Budget even if they are used in documents.

Documents you've already created will save this budget even if it has no access to the department.
